| September 10, 2007 HUNT ARRESTS TWO IN ALCONA COUNTY Members of the Huron Undercover Narcotics Team arrested and lodged a 25 year-old female in Alcona County this past Saturday, for possession of heroin. The 26 year-old female, from Alpena, was traveling back from the Detroit area when she was intercepted by the HUNT team. This female had recently been discharged from probation due to a conviction for delivery of heroin in 2004, and was currently on probation for a felony conviction involving a property crime in Alpena County. A 25 year-old male companion, who was a passenger in the vehicle, was also arrested on several outstanding warrants from other police agencies. Formal charges on the female are pending at the Alcona County Prosecutor's office, and the status of her probation is uncertain. HUNT was assisted in the traffic stop by the Michigan State Police.

| August 24, 2007 15 SUSPECTS TO FACE ARREST FOLLOWING OPERATION HEMP FLIGHTS HUNT officers located and seized over 400 marijuana plants last week while conducting Operation HEMP flights in the counties of Alcona, Alpena, Montmorency, and Presque Isle. Thirteen separate crops of marijuana were discovered by airborne surveillance officers, who were scouring public and private lands for the illegal plants. When plants are discovered from the air, their location is then radioed to the ground crew, who seize the plants and attempt to identify the persons responsible. HUNT officers were able to identify suspects in twelve of the thirteen instances where marijuana plots were discovered. As a result, a total of 15 people will be prosecuted for manufacturing marijuana. Operation HEMP (Help Eliminate Marijuana Planting) is a program in which law enforcement combines with various airborne surveillance units to eradicate growing domestic cannabis (marijuana) and suppress its future manufacture. According to D/Lt. Schultz, the program has been successful in limiting the amount of marijuana grown in Northeast Michigan every year, particularly on lands open to the public such as national and state forests. HUNT was assisted in the HEMP flights by the Michigan Air National Guard, the Coast Guard, and local law enforcement agencies.

| August 2, 2007 ALPENA POLICE DEPARTMENT INVESTIGATION LEADS TO HUNT SEARCH WARRANT The Alpena Police Department received a report of larceny this past weekend. Their investigation led to the arrest of an individual who was believed to have sold the stolen property in an effort to purchase drugs. As a result of the information gathered by the Alpena Police Department during their larceny investigation, HUNT detectives executed a search warrant in the 400 block of Fair Avenue in the city of Alpena, early Sunday morning. Both narcotics and marijuana were seized at the home, along with evidence associated with illegal morphine sales. A 28 year-old female (repeat drug offender), who was identified as the renter of the property, was arrested and lodged in the Alpena County Jail on the charge of maintaining a drug house. Her 26 year-old male companion was also lodged at the Alpena County Jail, charged with delivery of morphine and possession of morphine with intent to deliver. A 28 year-old male was also encountered during the execution of the search warrant and was jailed on an outstanding fugitive warrant. Additional search warrants were executed for blood samples of both suspects, who may now face additional charges of illegal use of narcotics. Both are lodged in the Alpena County jail pending arraignment.

| August 2, 2007 HUNT ARRESTS ONE IN PRESQUE ISLE COUNTY FOR MANUFACTURING MARIJUANA Members of the Huron Undercover Narcotics Team executed a search warrant at a home just outside the village of Posen this afternoon, seizing several marijuana plants on the property and in the residence. Several other marijuana plants were discovered on private property near the residence, which may have some linkage to the occupants of the search warrant scene. Taken into custody at the scene was a 53 year-old male, renter of the property. The individual was charged with manufacturing marijuana and maintaining a drug house, and lodged in the Presque Isle County Jail. His companion, a 44 year-old female, was detained at the scene and later released pending formal charges being filed with the Presque Isle County Prosecutor.

| July 10, 2007 HUNT ARRESTS PAROLED HEROIN DEALER Members of the Huron Undercover Narcotics Team concluded a two month long narcotics investigation with the arrest of a 25 year-old Alpena man who was on parole after serving prison time for trafficking in heroin. The suspect was arrested while playing pool at a local bar, and a search warrant was executed at his residence. Approximately one ounce of suspected heroin, all pre-packaged into small street sale quantities was seized, along with marijuana, several sets of digital scales, and drug records. In addition to the narcotics and paraphernalia, an illegal stun gun was seized. The subject remains lodged in the Alpena County Jail and faces an array of charges ranging from parole violation, delivery of heroin, possession with intent to deliver heroin, possession of marijuana, and possession of a stun gun. D/Sgt. Hahn, of the Huron Undercover Narcotics Team stated that Alpena's heroin problem is not going away, and seems to coincide with the presence of certain individuals in the community. "When certain people are in jail or prison, the problem tends to subside a bit. When they're back on the street, the heroin is back on the street. This is the second time in a year we've arrested a parolee for selling heroin when he was on parole for the same thing. They're just not getting it."

| June 20, 2007 HEROIN CONCEALED IN BABY'S DIAPER The Huron Undercover Narcotics Team was alerted by the Alpena Police Department after an 18 year-old female was arrested for possession of heroin. The heroin was discovered in the diaper of a two year-old child. D/Lt. Schultz advised that the team had discovered a number of individuals during the course of their narcotics investigations, who had attempted to conceal narcotics, mostly heroin and cocaine, on their person to avoid detection by authorities. This type of activity is commonly referred to as a "body stuffer", or "mini-packer", but this is the first case discovered in the Alpena area, where the drugs were being concealed on a small child. The Alpena Police Department continues its investigation, with the assistance of HUNT, and the Michigan Department of Human Services has adopted the case pertaining to the child's welfare.

| June 15, 2007 MARIJUANA DISTRIBUTION CONSPIRACY UNCOVERED IN PRESQUE ISLE COUNTY The Huron Undercover Narcotics Team arrested an 18 year-old male in Posen, following an undercover purchase of marijuana. The investigation resulted in a search warrant being conducted at the residence of a 20 year-old, where evidence was collected with regard to conspiracy to deliver marijuana. During the search a marijuana grow operation was discovered, as well as processed marijuana and suspected drug money. The 18 year-old remains in custody at the Presque Isle County Jail and is charged with two counts delivery of marijuana. Charges of conspiracy to deliver marijuana, possession with intent to deliver marijuana, and manufacturing marijuana are expected to be filed against the 20 year-old.

| June 12, 2007 THREE ARRESTED FOLLOWING HEROIN TRANSACTION The Huron Undercover Narcotics Team arrested three individuals on charges relating to the possession and delivery of heroin earlier this evening. Undercover officers witnessed a heroin transaction at the Skate Park near Ninth and Oldfield in the city of Alpena. Following the transaction, a 19 year-old male from Alpena and his 18 year-old female companion from Lachine were arrested, as well as a 20 year-old male from Alpena. Both male subjects had prior convictions for heroin delivery charges. In addition to the heroin delivery charge, the 20 year-old was also arrested on the strength of two outstanding warrants for probation violations as a result of his earlier heroin conviction. Following the issuance of a search warrant, the female was transported to the Alpena Regional Medical Center where a search was conducted of her person. The search revealed an amount of heroin and additional controlled substances which were concealed in a body cavity. The investigation resulted in the seizure of heroin, marijuana, and methadone, as well as a quantity of cash and a vehicle. All three individuals were lodged in the Alpena County Jail pending formal charges by the Alpena County Prosecutor's office. HUNT was assisted in a traffic stop by the Alpena City Police Department.

| May 23, 2007 BREAKING AND ENTERING SUSPECT GROWING MARIJUANA A 23 year old Alpena man was arrested at his home early Wednesday morning, moments after he allegedly broke into the Omni building in downtown Alpena and stole several computers. At approximately 4:30 a.m., officers and detectives from the Alpena Police Department were dispatched to Omni after a citizen reported seeing a vehicle backed up to an open door with its trunk open. The citizen also reported that noises could be heard coming from within the building. Upon arrival of police, the vehicle was gone and evidence of a forced entry was discovered. Several computers were found to be missing. Left at the scene, however, were the suspect's state issued I.D. card, as well as a prescription pill bottle containing suspected marijuana. Both bore his name and address. Alpena Police Department officers drove to the suspect's address and observed a man unloading computers from a vehicle in the driveway. He was taken into custody and a search warrant was obtained to search his home for computers believed to have already been taken inside. Upon searching his home, city officers located a hidden room in the basement emitting bright lights and the strong odor of growing marijuana. HUNT detectives were summoned to the scene after the search warrant was amended to include narcotics. The room was found to contain thirty-five growing marijuana plants, all in a state of mature production. Several computers believed to have been stolen from the Omni building, a loaded shotgun, and a 9 mm semi-automatic handgun, were also seized from the home. Detectives from the Alpena Police Department are pursuing criminal charges with regard to the breaking and entering offense, and HUNT will pursue charges regarding the marijuana growing operation. The suspect remains lodged in the Alpena County Jail pending formal charges.

| May 9, 2007 DRUG RAID IN ALPENA The Huron Undercover Narcotics Team executed a drug raid at a residence in the 300 block of 5th Avenue, in the city of Alpena today. The search warrant was obtained following an investigation into marijuana trafficking from the residence, and it's 42 year-old occupant. Officers seized a quantity of marijuana, suspected drug money, and other evidence supporting the marijuana sale operation. The 42 year old resident, a repeat drug offender, was out on bond for drug charges from another jurisdiction. He was arrested and lodged in the Alpena County Jail, pending charges of possession with intent to deliver marijuana. HUNT was assisted in the raid by the Alpena City Police Department, the Alpena County Sheriff Department, and the Michigan State Police.

| April 30, 2007 "POT 2.0" - MARIJUANA POTENCY DOUBLED SINCE THE 1980'S The Office of National Drug Control Policy (ONDCP) and the National Institute on Drug Abuse (NIDA) jointly released the latest analysis from the University of Mississippi’s Potency Monitoring Project. The data revealed that levels of THC, the psychoactive ingredient in marijuana, have reached the highest-ever levels since analysis of the drug began in the late 1970’s. According to this data, the average amount of THC in seized samples has reached 8.5 percent. This compares to an average of just under 4 percent reported in 1983. Dr. Nora Volkow, Director of NIDA stated, “Science has shown that marijuana can produce adverse physical, mental, emotional, and behavioral changes, and - contrary to popular belief - it can be addictive.” Higher potency marijuana may be contributing to a substantial increase in the number of American teenagers seeking treatment for marijuana dependence. John Walters, Director of NIDA stated, “This new report serves as a wake-up call for parents who may still hold outdated notions about the harms of marijuana. Evidence now tells us that the higher-than-ever potency of today’s marijuana translates into serious health consequences for teens. Among teens who are receiving treatment for drug abuse or dependence, more than 60% report marijuana as their primary drug of abuse. Additionally, we are now seeing more mentions of marijuana during visits to emergency rooms than ever before. A growing body of research now tells us that marijuana poses a serious threat to the health and futures of young people. Parents need to start having critical conversations with their children about this drug.”

| March 21, 2007 ADDITIONAL ACCOMPLICE ARRESTED ON TRAFFICKING AND CONSPIRACY CHARGES In January, HUNT intercepted a shipment of cocaine and marijuana destined for the Alpena area and arrested three individuals on drug trafficking charges in Alcona County. As a result of a follow-up investigation with regard to that complaint, a 58 year-old male, (father of one of the arrestees) was identified as a fourth suspect. He is alleged to have aided and abetted the three, as well as conspired with them in the delivery of marijuana. This individual was arrested on March 20, and charged by the Alcona County Prosecutor's office with delivery of marijuana and conspiracy to deliver marijuana. The penalty on both of these charges is up to 4 years in prison and/or a $20,000.00 fine. The defendant remains lodged in the Alcona County Jail pending bond.

| March 20, 2007 TWO REPEAT OFFENDERS ARRESTED BY HUNT Two repeat drug offenders were arrested Thursday, March 15, in Montmorency County. The investigation commenced early in the afternoon in Alpena, where HUNT officers observed suspicious activity by two suspects who were familiar to HUNT and had been previously arrested by the team for various narcotics violations. One suspect, a 39 year-old female was currently on Circuit Court Probation for a drug conviction, and the other, a 43 year-old female had recently been paroled from prison on a drug conviction. The suspects were followed to a suspected drug dealer's home located on the county line between Montmorency and Otsego. After leaving this residence, the two were followed to a secluded road near Lewiston where they were preparing to inject themselves with cocaine when HUNT officers interrupted. Both females were arrested and lodged in the Montmorency County Jail on charges of possession of cocaine. Both will also likey face charges of parole/probation violations. The team then contacted the Straits Area Narcotics Enforcement Team (SANE) and assisted them in a search warrant at the suspected drug dealer's residence in Charlton Township, Otsego County. There, SANE officers seized a quantity of drugs and arrested a 20 year-old male from Detroit on narcotics related charges.

| March 14, 2007 THIS PRESS RELEASE PROVIDED BY PRESQUE ISLE COUNTY PROSECUTING ATTORNEY, RICHARD STEIGER: RE: DRUG PARAPHERNALIA STATUTE As of March 20, 2007, it will be unlawful for businesses to continue to sell pipes, bongs, and dugouts to smoke marijuana in Michigan. The change in the law stems from a 2003 Alpena County case in which local law enforcement and the Alpena County Prosecutor's office challenged the sale of certain items considered to be drug paraphernalia, including pipes, bongs, and dugouts, by a local establishment doing business as The Concert Connection. In turn, a hearing was held in the 26th Circuit Court at which time the Judge agreed that the challenged items, which included pipes, bongs, and dugouts, were drug paraphernalia. Furthermore, the Court also held that the items were not exempt sales under another statute which allowed the sale of items "which may be used in the preparation or smoking of tobacco or smoking herbs other than a controlled substance." Subsequently, the matter was appealed and on June 28, 2005, the Michigan Court of Appeals examined the two Michigan statutes at issue and agreed with the Circuit Court Judge that the items, including pipes, bongs, and dugouts, were in fact drug paraphernalia. However, the Court declared that the other statute created a loophole which would allow the continued sale of the items as they may be used to smoke tobacco. The Court conceded that the result in the case was absurd as the statutes were not consistent. In turn, the Court invited the Legislature to reconsider and make appropriate amendments to the statute to eliminate the loophole and give the drug paraphernalia statute the "teeth it needs to enable it to appropriately limit the sale of drug paraphernalia in the state of Michigan." In response, the Legislature accepted the Court's invitation and as of March 20, 2007, the statute which permitted the continued sale of items which "may be used in the preparation or smoking of tobacco or smoking herbs other than a controlled substance" has been eliminated. "I cannot emphasize enough the importance the 2003 Alpena case played in ensuring the drug paraphernalia statute can now be enforced in Michigan" stated Richard K. Steiger, Presque Isle County Prosecutor and Legal Advisor for the Huron Undercover Narcotics Team. "In response to the Alpena case, not only has the exemption which gutted the drug paraphernalia act as it applied to pipes, bongs, and dugouts been corrected by the Legislature, but also the Court of Appeals unambiguously held that pipes, bongs, and dugouts do in fact constitute drug paraphernalia. Thus, any business which chooses to sell such items after March 20th can face criminal prosecution and sanctions." "I commend the Alpena Prosecutor's Office in its initial attempt to enforce an ambiguous statute," said Steiger. "Additionally, I would be remiss if I did not recognize the hard work and dedication of the H.U.N.T. team, especially the services of Detective Mike Hahn, and their continued efforts over the years to have an ambiguous law amended in order to keep drug paraphernalia off the streets."

| March 8, 2007 ALPENA MAN ARRESTED ON DRUG TRAFFICKING CHARGES The Huron Undercover Narcotics Team arrested a 26 year-old Alpena man Thursday night, following a three month long investigation. During the course of the investigation, the suspect sold 4 ounces of cocaine to an undercover HUNT officer. The investigation revealed that the suspect had been obtaining cocaine from a source in Lower Michigan, and transporting it to Alpena, where it was later sold in street level quantities. The suspect was charged with one count delivery of cocaine over 50 grams, and one count conspiracy to deliver cocaine. He was lodged in the Alpena County Jail on a $200,000 / 10% bond. Both of these charges are felonies, punishable by up to 20 years in prison. This suspect has three prior drug related convictions.

| January 26, 2007 HUNT INTERCEPTS COCAINE/MARIJUANA SHIPMENT HUNT officers intercepted a shipment of just under one and a half ounces of cocaine, as well as one pound of marijuana destined for Alpena. Following an extensive investigation, a traffic stop was conducted on a vehicle in Mitchell Township, Alcona County, as it was returning from the downstate area of Michigan, to Alpena, with the drugs. A married couple, both age 26, as well as a 31 year-old male accomplice, were taken into custody and lodged in the Alcona County Jail pending formal charges. HUNT was assisted in the traffic stop by troopers from the Michigan State Police, Alpena Post.

| January 26, 2007 HEROIN TRAFFICKING CONSPIRACY UNCOVERED The Huron Undercover Narcotics Team began an investigation in December of 2006, in which a controlled purchase of heroin was conducted in Ocqueoc Township, Presque Isle County. The delivery was made by an Alpena County resident and two men from the Mackinaw City area. During the follow-up investigation, detectives were able to develop additional suspects and learned that there was an organized group involved in the trafficking of heroin in Presque Isle, Cheboygan, and Mackinaw Counties. HUNT was able to establish an informational source that allowed them access to the group's methods and future plans. On January 26, 2007, HUNT officers provided the group with money in the Onaway area, to purchase heroin. The group was then followed by HUNT surveillance officers to Pinconning, Michigan, where they were observed purchasing heroin from a single male suspect in the parking lot of a fast food restaurant. The group was then surveilled back to Onaway, where they delivered the heroin, and were arrested immediately after the sale. An 18 year-old male from Carp Lake and a 19 year-old male from Cheboygan were both taken into custody on multiple drug charges and lodged in the Presque Isle County Jail pending formal charges. The male suspect from the fast food establishment in Pinconning was taken into custody by members of the Bay Area Narcotics Enforcement Team (BAYONET). It was established through interviews that this 23 year old was from Detroit, and had been supplying the group with heroin for approximately one year. He was jailed on heroin delivery charges, as well as multiple outstanding arrest warrants.

| January 20, 2007 HUNT ARRESTS TWO FUGITIVES Following a tip from a narcotics investigation, members of the Huron Undercover Narcotics Team arrested an individual who was recently identified as a fugitive from justice in Crime Stoppers. Taken into custody was Kevin L. Kowalsky, 23, from Alpena, on the strength of multiple bench warrants for felony charges. According to HUNT Det. Lang, Kowalsky was attempting to conceal his whereabouts in the home by hiding in a closet after officers first observed him in the home. Also taken into custody with the assistance of the State Police was a 25 year old, Scott R. Bannan, who had multiple bench warrants for misdemeanor charges. Bannan was one of several individuals who officers had encountered at the home, and was also attempting to hide in a closet. Both subjects were lodged at the Alpena County Jail on the outstanding warrants.

| December 1, 2006 TWO ARRESTED FOR METHAMPHETAMINE DISTRIBUTION Members of the Huron Undercover Narcotics Team arrested two people last night following two separate undercover purchases of Methamphetamine, also known as "Crank" or Crystal Meth." The case was initiated by troopers from the Michigan State Police, Alpena Post, and was turned over to HUNT when it became apparent that Methamphetamine distribution was involved. HUNT officers purchased quantities of the drug from a 42 year-old Alpena woman, and were able to identify the woman's Methamphetamine source and where he lived. Following the second purchase, HUNT executed a search warrant at his home on Lockwood Street in the city of Alpena. The search yielded 35 grams of Methamphetamine, as well as several bags of marijuana. The Methamphetamine was individually packaged and ready for street sale. The source was identified as a 40 year-old Alpena man, currently on parole for Heroin distribution. Both subjects were lodged in the Alpena County Jail pending formal charges of Methamphetamine distribution by the Alpena County Prosecutor's office. Methamphetamine is a powerful amphetamine or stimulant, usually produced in hidden clandestine labs. Users of the drug quickly become addicted, often going days without sleep. Long term use can cause severe paranoia and psychotic behavior. This is the first time Methamphetamine has been purchased and seized by the HUNT team. According to D/Lt. Rick Schultz, team commander, "the fact that this occurred on National Methamphetamine Awareness Day is quite a coincidence."

| November 14, 2006 SUSPECTED HEROIN SHIPMENT IDENTIFIED AS FENTANYL The recent seizure of a heroin shipment by the Huron Undercover Narcotics Team may have thwarted a number of overdose deaths in the Alpena area, according to team commander, D/Lt. Rick Schultz. The suspected heroin was sent to the forensic crime laboratory where it was identified as Fentanyl. Fentanyl is an extremely powerful and dangerous narcotic analgesic, used to treat medical patients who suffer from severe or chronic pain. It is 50-100 times more powerful than morphine, and has been blamed for many overdose deaths throughout the United States. Dr. H. Wesley Clark, Director of the Center for Substance Abuse Treatment at the United States Department of Health and Human Services, recently posted a public health bulletin stating, "A combination of street drugs, taken together, is having a lethal effect in a number of communities across the country. The root cause of these deaths appears to be the addition of Fentanyl to the heroin and cocaine being sold on the street." According to D/Lt. Schultz, this is not the first time Fentanyl has been encountered by the HUNT team. Within the past year, undercover purchases of heroin laced with Fentanyl have been made. In addition, a 25 year-old Alpena woman died from an overdose after injecting heroin that was believed to have been mixed with Fentanyl. This lethal combination of heroin mixed with Fentanyl (nicknamed "Suicide") was identified as the cause of a sudden rash of overdose admissions and an estimated 33 deaths in the course of one week throughout Detroit. Despite public warnings about the danger of the mix, it is believed that chronic heroin addicts were seeking it out in their never-ending quest to achieve a greater high. Heroin addicts require more heroin or purer forms of the drug, as their addiction progresses. When purer heroin becomes harder to find, this deadly combination becomes attractive to chronic addicts. Some believe they can handle it, and others may be unaware of it's content. Either can be fatal. In the recent HUNT seizure, high school age kids were bringing the drug to Alpena, that turned out to be Fentanyl. In addition to two individuals that were jailed immediately, a third has been identified as having a direct role in the crime, and a warrant has been issued for his arrest. The HUNT team sees heroin use and addiction as a serious, growing threat to the local community. We urge parents to monitor their kids closely and to watch for signs of addiction. These signs are sudden weight loss, decline in grooming habits, changes in friends, wearing clothes that conceal likely injection sites, moodiness, and changes in sleeping patterns, to name a few.

| November 10, 2006 TWO ARRESTED IN HEROIN DELIVERY INVESTIGATION The Huron Undercover Narcotics Team arrested two individuals last night following a traffic stop on U.S. 23 in Harrisville. The traffic stop was the result of an investigation into the trafficking of heroin from downstate into the Alpena area. The investigation resulted in the seizure of 65 packets of heroin, which would carry a street value of around two thousand dollars ($2,000.00). The driver, an 18 year-old male from Presque Isle County and a 17 year-old female passenger from Alpena County were both arrested and charged with possession of heroin with intent to deliver. Both subjects were lodged in the Alcona County Jail pending formal charges by the Alcona County Prosecutor. The team was assisted in the traffic stop by the Michigan State Police, Alpena Post.

| October 19, 2006 HUNT RECEIVES ODCP GRANT AWARD D/Lt. Rick Schultz, Commander of the Huron Undercover Narcotics Team received notification from the Office of Drug Control Policy that the team will be awarded one hundred, sixty-five thousand dollars ($165,000.00) in grant funds for this fiscal year beginning October 1, 2006. Due to the vastly reduced federal funding, the team is pleased to be granted the one hundred, sixty-five thousand dollars ($165,000.00), which is the same amount awarded for the 2005/2006 fiscal year. These grant funds will provide approximately 20% of the team's total budget, with the remainder being provided by the Michigan State Police, the counties of Alcona, Alpena, Montmorency, and Presque Isle, the city of Alpena, and HUNT forfeiture funds.

| September 7, 2006 HUNT INTERCEPTS HEROIN INTENDED FOR DELIVERY IN ALPENA As a result of an investigation into a heroin trafficking operation, HUNT initiated a traffic stop on a vehicle, on September 1, 2006, as it entered Alcona County. This vehicle was suspected to be transporting heroin from the downstate area to the Alpena area. The driver, a 20 year-old male and his 18 year-old female companion, both from Alpena, were arrested as a result. The female was found to be in possession of over 50 packets of heroin concealed on her person. Also seized were used syringes and other narcotics paraphernalia, as well as the vehicle used to transport the narcotics. Both subjects are currently lodged at the Alcona County Jail pending formal charges being filed by the Alcona County Prosecutor's office. HUNT was assisted in the traffic stop by troopers from the Michigan State Police Alpena Post and the Lincoln Detachment.

| August 23, 2006 HUNT ARRESTS TWO IN ALCONA COUNTY Following an extensive investigation regarding the trafficking of heroin and cocaine in the Alpena area, HUNT conducted a traffic stop on M-65 in Mitchell Township on Monday, August 22, 2006. The interdiction was part of the team's efforts to disrupt the flow of cocaine and heroin that continues to be transported from downstate by individuals who in turn either sell it in our community, or use it to feed their drug habits. During this traffic stop, a quantity of heroin and cocaine were seized from the vehicle, as well as the vehicle itself, and a quantity of cash. Two 20 year-old Alpena residents were arrested and charged with possession of heroin with intent to deliver and possession of cocaine with intent to deliver. Both remain lodged at the Alcona County Jail.

| August 4, 2006 HUNT ARRESTS FOUR IN DRUG TRAFFICKING CONSPIRACY HUNT arrested a 27 year-old Mikado man and his 18 year-old female companion earlier this week on delivery of marijuana and cocaine charges. Information from that investigation and assistance from the Flint Area Narcotics Group (FANG) led to the identification of a 24 year-old Flint resident who was a current probationer with the Michigan Department of Corrections, and was supplying narcotics to the Mikado area. HUNT was able to intercept his vehicle yesterday as it entered Alcona County on F-41 in Mikado Township. The 24 year-old male and his 18 year-old female companion were arrested and taken into custody without incident, and later lodged at the Alcona County Jail. HUNT detectives seized a quantity of cocaine and marijuana which was intended to be distributed in the Mikado area. Also seized was a quantity of suspected drug money, a vehicle, and other tangible items under the drug forfeiture law. Both Genesee County residents were charged with one count possession with intent to deliver cocaine, possession with intent to deliver marijuana, conspiracy to deliver cocaine, and conspiracy to deliver marijuana. All four subjects remain in custody at the Alcona County Jail pending arraignment/bond.

| June 30, 2006 HUNT RAIDS NORTHMEN MOTORCYCLE CLUB In the early morning hours of June 29, the Huron Undercover Narcotics Team executed two search warrants. One at the Northmen Motorcycle Club on Scott Road in Hubbard Lake, and the other at one of the member's home located just down the street. Seized during the search warrants were narcotics, firearms (one of which was a stolen handgun), stolen vehicles, and stolen vehicle component parts, as well as other evidence believed to be associated with drug trafficking operations. Taken into custody on cocaine and marijuana trafficking charges was a 37 year-old Hubbard Lake native who is currently being held at the Alpena County Jail on a $300,000 cash or surety bond. Assisting in the raids were officers from the Michigan State Police, Alpena Post, K-9 unit, and Emergency Services Team, as well as the Alpena County Sheriff Department. The Michigan State Police Alpena Post will be assisting in the investigation of the stolen vehicle operation, in which further charges are anticipated.

| June 15, 2006 ALPENA RESIDENT ARRESTED FOLLOWING SEARCH WARRANT HUNT detectives arrested a 51 year old male last night, following a raid of his residence. The raid was conducted in the 1100 block of Pine Road, in Alpena Township after undercover officers conducted a series of drug purchases as part of their investigation. Several pounds of marijuana were seized during the search warrant, along with a quantity of cash that was suspected to be drug proceeds, as well as a vehicle and other tangible property. A secondary search warrant was executed at a business that the suspect operated on U.S. 23 South. This search warrant resulted in the discovery/seizure of additional marijuana and evidence connected to this drug trafficking operation. The suspect was charged with 3 counts delivery of marijuana and one count possess with intent to deliver marijuana. He is currently lodged at the Alpena County Jail pending court activity. The team was assisted during the raid by the Michigan State Police, Alpena Post.

| May 12, 2006 PAROLE ABSCONDER BACK BEHIND BARS A 36 year-old female parole absconder from the Michigan Department of Corrections is back behind bars following an encounter with the HUNT team. Pamela Miller, who was currently on parole for delivery of cocaine in Wayne County, provided HUNT officers with a bogus name at a raid scene last evening. HUNT officers discovered her true identity this morning, and was able to obtain her whereabouts via surveillance. With the assistance of the Alpena Police Department, a traffic stop was conducted on the vehicle Miller was riding in, and she was taken into custody without incident.

| May 11, 2006 HUNT RAIDS DRUG CAMP The events of the evening began with HUNT receiving a tip that an individual who was staying at a hotel just south of Alpena, was about to receive a delivery of crack cocaine. Initial investigation revealed that the hotel occupant was a 42 year-old Charlevoix resident who was wanted on an outstanding arrest warrant from Charlevoix County. HUNT officers subsequently arrested this individual and conveyed him to the Charlevoix County Sheriff Department. Meanwhile HUNT interdicted the crack cocaine delivery, which was being conducted by a 26 year-old Alpena resident. Further investigation led to the execution of a search warrant at a hunting camp in Wilson Township. This raid resulted in the seizure of crack cocaine, marijuana, firearms, suspected drug money, drug paraphernalia, and drug packaging materials. 4 of the 8 individuals present at the hunting camp at the time of the search warrant, were taken into custody on charges ranging from delivery of crack cocaine, possession of crack cocaine, maintaining a drug house, possession of marijuana and possession with intent to deliver marijuana. HUNT was assisted in the search warrant by officers from the Michigan State Police and the Alpena County Sheriff Department.

| March 22, 2006 TWO ARRESTED FOLLOWING SEARCH WARRANT A 69 year-old grandmother and a 20 year-old male boarder were arrested at a home on the north side of Alpena earlier this evening. The two were arrested following a search warrant conducted by the Huron Undercover Narcotics Team. HUNT investigators seized an amount of processed marijuana along with evidence supporting the sales of the product. Also discovered during the search warrant was a small indoor marijuana growing operation in the basement of the residence which was linked to both individuals. The 69 year-old was arrested for possession of marijuana with intent to deliver and manufacture/possess marijuana. The 20 year-old was arrested for manufacture/possess marijuana and possession of marijuana. Both individuals were lodged at the Alpena County Jail pending formal charges being filed with the Alpena County Prosecutor's office. HUNT was assisted in the execution of the search warrant by officers from the Alpena Police Department and the Michigan State Police.

| March 13, 2006 HUNT ARRESTS SENIOR CITIZEN Members of the Huron Undercover Narcotics Team arrested a 62 year-old male after a series of undercover narcotic purchases in Alpena. The individual was taken into custody following a drug raid that occurred at his apartment last week and he is currently being held in the Alpena County Jail pending formal charges by the prosecutor's office. According to D/Lt. Schultz, the suspect sold his narcotic prescriptions as a means to supplement his income. The investigation revealed the this individual was obtaining prescription drugs that were being paid for by his health insurance, and he was not using. He was instead selling them to the drug community at 100% profit.

| March 6, 2006 HUNT 2005 ANNUAL REPORT RELEASED The 2005 Huron Undercover Narcotics Team annual report has been completed and disseminated to the various governmental entities which have partnership with the team. The report is also available for public review on the HUNT web page, www.huntteam.net. D/Lt. Schultz, team commander, stated that the the annual report provides an opportunity for the team to account to our partners and supporters how we have utilized our resources to pursue our objectives during the reporting year, and to outline our aspiration for the ensuing year. It provides a review of the services HUNT has provided, with overviews and highlights. 2005 showed an increase of a little over 13% in new narcotic investigations, with the county of Alpena showing the largest increase. D/Lt. Schultz explained that none of the new cases initiated were in Montmorency County, as they chose not to participate with the team last year, however Montmorency is back on board this year. The report shows that there is a steady increase in repeat offenders. For example, during the last quarter of the year D/Lt. Schultz said, seven out of ten individuals arrested had been previously arrested for a drug crime. "That is a trend that continues to rise, same faces, same crimes" said Schultz. Also, the sale of heroin and other opiates, along with cocaine and crack cocaine, account for over half of our cases, as compared to past years when the primary controlled substance was marijuana.

| March 1, 2006 HUNT SEIZES OVER 2 OUNCES OF COCAINE IN ALPENA COUNTY A trail of events that started in Rogers City last week, lead to the seizure of over two (2) ounces of cocaine in Alpena County. HUNT officers began an investigation in Rogers City, Presque Isle County, which uncovered a cocaine trafficking operation based in Alpena County. HUNT officers subsequently conducted a search warrant at a rental unit on the north side of Alpena, which resulted in the seizure of cocaine, marijuana, and suspected drug money. As a result, an 18 year old male and his 18 year old female companion were arrested and lodged at the Alpena County Jail. The male was charged with one count delivery of cocaine and one count possess with intent to deliver marijuana. The female was charged with one count delivery of cocaine. A third individual, the 24 year old female renter of the property, was charged with maintaining a drug house, and was released at the scene. As a result of this investigation, HUNT seized additional cocaine from a 16 year old male juvenile in Ossineke who was identified as being a principle in this narcotic trafficking operation. The case pertaining to this juvenile has been turned over to the Alpena County Prosecuting Attorney for review. HUNT was assisted in the search warrant by officers from the Alpena City Police Department and deputies from the Alpena County Sheriff Department.

February 17, 2006 HUNT RAIDS CRACK COCAINE DRUG HOUSE The Huron Undercover Narcotics Team executed a search warrant on Richardson, near First Avenue in the city of Alpena in the evening hours of February 16, 2006. The residence was considered a drug house (commonly called "crack house"), which was dealing primarily in crack cocaine, and is the third crack house HUNT busted within the past 12 months. During the raid HUNT officers seized over a half ounce of crack cocaine, with a street value exceeding $1,000.00, hypodermic syringes, crack pipes, and other related drug paraphernalia, as well as an amount of cash which was suspected to be profits from narcotics sales. Also seized in the raid was a loaded, semi-automatic handgun that had it's serial number filed off and tape wrapped around the trigger (taping a trigger reduces the risk of transferring fingerprints to the weapon, making it harder for police to trace such a weapon back to anyone who has used it in a crime). Two individuals from Detroit, Michigan were taken into custody and lodged at the Alpena County Jail pending formal charges. Released at the scene pending further investigation were the principle occupant of the home, along with three other individuals. HUNT was assisted in the raid by Alpena Police Department and their K-9 unit. Crack cocaine is a highly addictive and powerful stimulant that is derived from powder cocaine. Crack emerged as a drug of abuse in the mid 1980's and according to D/Lt. Schultz, the team has seen a recent surge in Alpena this past year. He advised that recent narcotic investigations have revealed that along with heroin, crack has become a readily available drug in Alpena County. The trend has changed from individuals traveling down-state to get their drugs, to the drug dealers traveling here to Northeast Michigan to deliver the drugs. Schultz advised that along with this type of drug trafficking, comes violence. He noted that earlier in the week HUNT conducted a raid at a residence, and officers seized a handgun with the serial number ground off, along with drugs and cash. "Guns, dope and money are becoming a more frequent combination that the team is dealing with here in Northeastern Michigan" said D/Lt. Schultz.

| January 14, 2006 HUNT ARRESTS COLLEGE STUDENT FOR DELIVERY OF CRACK COCAINE The Huron Undercover Narcotics Team executed a search warrant at an apartment in the College House Apartments on campus of the Alpena Community College late afternoon on Saturday, January 14, 2006. The search derived from a series of undercover operations involving the sale of crack cocaine. During the search an undisclosed amount of cash and other evidence of the suspect's trafficking operation were seized. A 22 year old male who is currently a student athlete at ACC was taken into custody. The suspect was lodged at the Alpena County Jail pending formal charges of two counts delivery of crack cocaine. HUNT was assisted in the search warrant by officers from the Alpena City Police Department, troopers from the Michigan State Police, and the Michigan State Police canine unit.

| October 14, 2005 HUNT ARRESTS MOTHER/SON ON MARIJUANA CHARGES Members of the Huron Undercover Narcotics Team Wednesday, arrested a 49 year old female for delivery of marijuana, and her 24 year old son for possession of marijuana, second offense. These arrests were the result of an investigation into marijuana trafficking, and a search warrant at a home on Marywood Drive in the Brentwood Subdivision in Alpena Township, where a quantity of marijuana and cash were seized. Troopers at the scene also arrested an 18 year old male on two outstanding warrants held by the Arenac County Sheriff Department. The 24 year old son was awaiting sentencing on a delivery of schedule IV controlled substance charge as a result of a prior HUNT investigation. Both mother and son remain in jail pending bond/court activity. The 18 year old was later conveyed to the Arenac County Sheriff Department. HUNT was assisted in the search warrant by the Alpena County Sheriff Department, the Michigan State Police, and the Alpena Police Department K-9 Unit.

| October 12, 2005 HEROIN SEIZED DURING SEARCH WARRANT On Tuesday, October 11, the Huron Undercover Narcotics Team conducted a search warrant in the 500 block of Dawson Street in the city of Alpena. The search warrant was the result of a heroin trafficking investigation. During the search warrant, a quantity of heroin, a quantity of cash (suspected drug trafficking proceeds), used needle syringes, and other drug paraphernalia were seized. Taken into custody at the scene were two 20 year-old male Alpena County residents on outstanding criminal warrants held by other departments. One of the 20 year-old individuals was also charged in connection to the heroin investigation, and lodged at the Alpena County Jail. He was later formally charged with two counts delivery of heroin. An additional suspect, a 23 year old male Alpena resident, was arrested the following day on the charge of delivery of heroin. He remains lodged in the Alpena County Jail. The department of Corrections has also placed a detainer on him for a probation violation. HUNT was assisted in the search warrant by officers from the Alpena Police Department , the Alpena County Sheriff Department, and Troopers from the Michigan State Police.

| October 7, 2005 ODCP GRANT AWARDED TO HUNT The Huron Undercover Narcotics Team received notification from the State of Michigan, Office of Drug Control Policy (ODCP) that $165,000.00 in grant funds have been awarded the team for the fiscal year 2005/2006 budget. The grant award reflects more than a 10% increase over last year's award of $149,000.00. This increase is up substantially from the previous few years, which averaged 3%. The ODCP received more than $14 million in application requests for Byrne/JAG Formula Grant funding this past cycle, with less than $10 million available to award. D/Lt. Schultz, Team Commander, noted that the team did pretty well, considering that the available grant dollars were $6 million less than last year. The ODCP grant provides approximately 22% of the team's funding, with the remainder being provided by the Michigan State Police, local participating entities, and forfeiture proceeds. With regard to the participating entities, which provide 36% of the team's funding, both Alcona and Presque Isle Counties have millages in place to supplement their contribution to the team. Alpena County and Alpena City provide their share from their existing resources, and Montmorency County discontinued providing support during the fiscal year 2001/2002. Unfortunately, this past year is the first in the history of the team in which HUNT did not provide any narcotic enforcement for the citizens of Montmorency County.

| October 5, 2005 THREE ARRESTED DURING HUNT SEARCH WARRANT In the early evening hours of October 4, 2005, members of the Huron Undercover Narcotics Team executed a search warrant at 500 W. Miller Avenue in the city of Alpena. The search warrant was executed following several undercover purchases of crack cocaine. According to D/Sgt. Mike Hahn, officers seized an undisclosed amount of crack cocaine, marijuana, and several thousand dollars in cash. Three men were arrested at the residence and lodged in the Alpena County Jail on charges of delivery of crack cocaine, possession of crack cocaine, and possession of marijuana. The search warrant was the result of a month long investigation into the distribution of crack cocaine in the city of Alpena. Delivery of crack cocaine is a felony and carries a maximum penalty of 1-20 years in prison and/or a $25,000.00 fine. Possession of crack cocaine is a felony and carries a maximum penalty of 4 years in prison and/or a $25,000.00 fine. HUNT officers were assisted by officers from the Alpena City Police Department, the Alpena County Sheriff Department, and the Michigan State Police, Alpena Post.

| September 20, 2005 ALPENA MAN SENTENCED TO PRISON On Tuesday, September 20, Alpena resident, John Paul Rea, was sentenced in the 26th Circuit Court for his role in the distribution of M.D.M.A. (ecstasy) and marijuana in the Alpena area. Circuit Court Judge, John Kowalski sentenced Rea to a term of two to four years for delivery of marijuana, two to four years for possession of marijuana with intent to deliver, and four to twenty years for possession of M.D.M.A. with intent to deliver. Rea's sentencing was the end result of a three month long investigation, conducted by the Huron Undercover Narcotics Team. According to D/Lt. Rick Schultz, commander of the HUNT team, Rea was the head of a marijuana and ecstasy distribution ring, in which he had several underlings trafficking the drugs and funneling most of the profits back to him. The team was able to catch Rea in the act of delivering a large quantity of marijuana. As a result, a search warrant was executed at Rea's home on March 15th, where several pounds of marijuana and 58 ecstasy pills were seized. Rea was arrested at his home and charged with multiple controlled substance violations. Rea later accepted a sentencing agreement and pled guilty to all counts, avoiding a trial in circuit court. M.D.M.A., more commonly known by it's street name, "ecstasy," is a powerful hallucinogenic form of amphetamine, and is a popular street drug used at all-night "rave" parties. M.D.M.A. normally comes in pill form, and is sold on the street for $20.00 to $30.00 per pill.

July 26, 2005 HUNT COMMAND BOARD ELECTS NEW OFFICERS At the Huron Undercover Narcotics Team regular board meeting held on Friday, July 22, 2005, members of the Command Board elected new officers to two-year terms. Elected as Chairman is Sheriff Douglas Ellinger of Alcona County. Vice-Chairman is F/Lt. Michael Caldwell, Michigan State Police Alpena Post Commander. Secretary/Treasurer is Sheriff Steven Kieliszewski, of Alpena County, and Legal Advisor is Donald McLennan, Presque Isle County Prosecuting Attorney. Stepping down as Chairman is Alcona County Prosecuting Attorney Thomas Weichel, who held that leadership role for thirteen years. Mr. Weichel stated "It has been a pleasure to meet and work with so many committed and quality people who truly understand the need to support the work that HUNT does in Northeast Michigan. Without the leadership of the Board and the commitment of the team members, the Sunrise Side would not be as safe for the citizens as it is today." HUNT Team Commander Rick Schultz stated, "Mr. Weichel historically demonstrated unparalleled leadership traits and qualities in these past thirteen years as Chairman and I am confident he will maintain an active role as a board member". Schultz went on to say that the newly elected Command Board of Directors have those same leadership traits and qualities. "I'm looking forward to developing an even stronger partnership with them in their new leadership roles and responsibilities." The HUNT Command Board is responsible for the development of the governing policies and guiding principles by which the team is managed, such as review of organizational goals when considering the community needs, assessments, and the internal agency review findings. |

| June 18, 2005 An alert pharmacy employee leads to the arrest of a 39 year-old female by the Huron Undercover Narcotics Team The arrest was the result of an attempted procurement of a fraudulent prescription for Schedule III narcotics. As the investigation unfolded, narcotic investigators discovered two additional pharmacies in the area where the suspect used fraudulent means to obtain prescription narcotics. The 39 year-old female was arrested and lodged at the Alpena County Jail, on charges of Controlled Substance-Obtaining by Fraud, and Attempted Obtaining Controlled Substance by Fraud. D/Lt. Schultz, Team Commander, credited the pharmacy employee for alerting the authorities of the suspicious activity, and noted that without this kind of assistance from the public this type of criminal activity would likely go unchallenged.

| June 10, 2005 TWO FOUND GUILTY ON COCAINE CHARGES IN PRESQUE ISLE COUNTY Following seven and a half hours of jury deliberation, jurors returned guilty verdicts on seven of the eight charges against Terry Ganske, 46, of Millersburg, and his girlfriend Sheila Markey, 40, of Rogers City. Ganske was found guilty of four charges, including Conspiracy to Possess 450 to 999 grams of Cocaine; Conspiracy to Possess With Intent to Deliver 450 to 999 grams of Cocaine; Delivery of 50 to 449 grams of Cocaine; and delivery of Marijuana. Markey was found guilty of Conspiracy to Possess 450 to 999 grams of Cocaine; Delivery of 50 to 449 grams of Cocaine; and Delivery of Marijuana, Aid and Abet. The investigation conducted by the Huron Undercover Narcotics Team uncovered an elaborate drug trafficking scheme that encompassed over a year span, where cocaine and marijuana was trafficked from out of state to the Presque Isle County area. Based on the amount of drugs involved in this case, Presque Isle County Prosecutor Don McLennan said, "We were able to bust the biggest drug dealer that we've ever taken down in Presque Isle County."

| April 14, 2005 HUNT SEIZES $217,000 WORTH OF DRUGS
The 20 year old was formerly charged today with one count of delivery of Oxycodone, and one count of possession with intent to deliver Oxycodone. Both are felony charges, and if convicted could result in prison for up to seven years and/or $10,000.00 in fines. An additional charge of possession of marijuana could result in up to one year in jail and/or $2,000.00 in fines. The suspect remains lodged in the Presque Isle County Jail on a $1,000.00 cash bond. D/Lt. Schultz advised that in the southern part of the country where the addiction to Oxycodone has run rampant, the drug community refers to the narcotic painkillers as "Hillbilly Heroin." Oxycodone is designed to be swallowed whole, however abusers ingest the drug in a variety of ways. Drug abusers often chew the tablets or crush the tablets and snort the powder. Because the tablets are water soluble, crushed tablets can be dissolved in water and the solution injected. These are all ways that the drug abuser can defeat the time release properties of the product, thus allowing them to obtain the euphoric effect. Some experts have said that Oxycodone provides the perfect high, but like all opiate-based drugs, it has a powerfully addictive property because the body quickly builds up a tolerance to it.

March 15, 2005 HUNT EXECUTES TWO SEARCH WARRANTS IN ALPENA A month long investigation culminated today with the execution of two search warrants in Alpena. Both search warrants were conducted at residences, one in the city of Alpena, and the other in the township of Alpena. Both of these residences were believed to be connected to a marijuana and ecstasy trafficking operation that was being led by a 28 year old Alpena resident. The search warrants resulted in the seizure of several pounds of marijuana and 58 ecstasy tablets, as well as two motor vehicles, a quantity of cash, and other evidence associated with the trafficking operation. The 28 year old individual was taken into custody and is currently being held in the Alpena County Jail on felony charges, pending formal charges being filed with the Alpena County Prosecutor's office. This 28 year old was discharged from parole with the Michigan Department of Corrections in October of 2003. He has been suspected by the HUNT team for some time, but managed to keep a very low profile in the drug community. A recent arrest by a uniform officer led to information being conveyed to the HUNT team, and ultimately this investigation. HUNT was assisted in these search warrants by the Alpena City Police Department, the Alpena County Sheriff Department, and the Michigan State Police.

| March 4, 2005 HEROIN USER ARRESTED BY HUNT Last night, an undercover HUNT officer observed a suspicious individual in a vehicle in the parking lot of the McDonalds restaurant on Chisholm Street in Alpena. This individual was exhibiting some indicators that warranted further investigation. Upon contact, the subject was in the process of preparing his heroin for injection with a syringe. He was also in possession of approximately 1/8 ounce of heroin, which is about 35 doses of the drug. This 26 year old male, formerly of Alpena, is currently a resident of Monroe, Michigan. He is being held in the Alpena County Jail, pending formal criminal charges being filed with the Alpena County Prosecutor's office. HUNT was assisted in this incident by the Michigan State Police of Alpena. D/Lt. Schultz, HUNT commander, said that the ironic facet of this arrest and seizure was that it wasn't the result of a normal undercover investigation. It was an offshoot of what the team does when things aren't in the works. Each of the HUNT detectives develop training and expertise while on the team that allow them to recognize situations like this one. Who would expect a vehicle in a parking lot of one of our fast food establishments, to be occupied by an individual who was getting ready to shoot up with heroin, and then most likely drive away? D/Lt. Schultz stated "with over 25 years with the Michigan State Police, the brazen actions of the narcotic community here over the past couple of years reminds me of when I worked narcotics down state, that's the sad reality. Once the drug addiction begins, the path leads to crime. Most home break-ins, robberies, and larcenies (shoplifting, etc.) are committed to support the drug habit, so we all pay."

| February 24, 2005 HUNT 2004 ANNUAL REPORT COMPLETED The Huron Undercover Narcotics Team 2004 Annual Report has been completed, and now can be reviewed by the public on the team's web site. The hard copies of the report are being printed and will soon be distributed to the associated governmental entities. 2004 was a year of new heights and achievements for the team, D/Lt. Schultz said, with the arrest of 118 narcotic offenders on 182 related narcotic charges, along with an additional 18 criminal charges, and 23 fugitives. This figure is up 31% from last year. One of the alarming areas that the report identifies is the extremely high rate of repeat offenders. Over 64% of those arrested had prior criminal arrest convictions, and 23% had arrest convictions by the HUNT team. This year, via it's interdiction efforts and investigations the team seized over $482,000 worth of drugs/narcotics from our streets, and over $82,000 in drug forfeiture proceeds were adjudicated. D/Lt. Schultz stated, "We are all aware that there is a direct correlation between drugs and crime in our community. We also know that criminals do more than destroy lives, they also steal the sense of safety, well being and freedom in our community. I am convinced that by combining our talent, resources, and technology, we are more successful in our efforts. Removing drug dealers from streets and neighborhoods, and restoring a sense of peace and tranquility in our communities is our mission. HUNT officers are committed to making a difference in our community and will continue to pledge their efforts in achieving this mission."

| February 2, 2005 FUGITIVE ARRESTED BY HUNT A 21 year old Alpena resident was arrested by the Huron Undercover Narcotics Team on two outstanding warrants Wednesday. The team was alerted by the Michigan State Police, Sault Ste. Marie Post, that this individual was wanted for a home invasion where firearms were stolen in Chippewa County earlier this year. He was also the principal suspect in a narcotics investigation that HUNT was conducting in Alpena. "He was aware that the team was looking for him and was playing a cat and mouse game with us, eluding our grasp twice recently," Schultz said. "That came to a close this evening when narcotics investigators captured him at a residence which he frequently visits." The other outstanding warrant was issued out of the 26th Judicial Circuit Court of Alpena County for probation violation, after he had failed to report to his probation officer. The man was on probation for a 2003 conviction of delivery of controlled substances (Ecstasy and Heroin), as a result of a HUNT investigation. The man was lodged at the Alpena County Jail pending court proceedings on the two arrest warrants, as well as additional charges that will be sought by HUNT for his continued trafficking in controlled substances. Following court appearances in Alpena County, he will be transported to Sault Ste. Marie where he will be arraigned on the home invasion charge. HUNT was assisted in the arrest by the K-9 trooper from the Michigan State Police, Alpena Post.

| January 26, 2005 HUNT TEAM NABS COCAINE TRAFFICKERS IN ALCONA COUNTY Members of the Huron Undercover Narcotics Team nabbed cocaine traffickers last night during an undercover narcotic operation. Seized during the covert operation was approximately 2 ½ ounces of powder cocaine, with a street value of over $10,000.00, along with a small quantity of marijuana, intended for distribution in the area. Narcotics officers also seized an undisclosed amount of money during the bust. Two individuals, both from Saginaw, Michigan were arrested and lodged at the Alcona County Jail. They were formally charged this morning by the Alcona County Prosecutor, each with one count delivery of cocaine, 50-450 grams, (20 year felony) and one count possession of cocaine, less than 25 grams (4 year felony). Both subjects remain in custody, pending a formal bond hearing. Also apprehended during this investigation was a 16 year old juvenile from Saginaw, who was an escapee from a juvenile detention facility.

| January 21, 2005 HUNT TEAM FINDING MORE SERIOUS DRUGS Members of the Huron Undercover Narcotics Team, over the past two weeks, have stepped up their covert street operations due to some excellent undercover work, said D/Lt. Schultz. He went on to say "it just seems that we are being inundated with a smorgasbord of different types of drugs. More of the drugs that we are encountering now have those addictive properties far more powerful than some of the past so-called recreational drugs such as marijuana, and appear to be more accessible here in our communities than in years past." OxyContin, vicodin, and methadone continue to be those drugs that are commonly seized during our investigations. Heroin has reared it's head again, and most likely will be a permanent narcotic in the community. Powder cocaine and it's more addictive form, crack cocaine are now being purchased during our street operations, along with ecstasy, which is historically targeted more for the teenager community by the drug dealers, and has found a market here. D/Lt. Schultz went on to say, "these past two weeks we have been back and forth from Alpena County to Alcona County, building cases and making arrests, with over 70% of those arrested having prior drug arrests and convictions. Search warrants have resulted in the additional seizure of drugs and evidence of trafficking and we intend to follow up on those investigative leads. We are also finding that a vast majority of these drug trafficking operations involve a linkage to areas outside Northern Michigan, where the accessibility of narcotics like heroin, cocaine, crack cocaine, and ecstasy are prevalent. There are two reasons why these addictive drugs are being trafficked in our community; number one, there is a need to feed the addiction of the drug community, and number two, the high street markup of the drugs...money or what we would call in the private sector, a strong profit with minimal risk.

| January 6, 2005 HUNT INVESTIGATION LEADS TO FEDERAL CONVICTION OF A CANADIAN CITIZEN An undercover narcotics investigation that was first initiated by members of the Huron Undercover Narcotics Team in 2001, involving the sale of ecstasy in Montmorency County, has ended in the conviction of a Canadian citizen. As the investigation unraveled, and with the inclusion of the U.S. Drug Enforcement Administration (DEA), it revealed an elaborate trafficking operation of ecstasy tablets into the United States from Canada. Subsequently, Chanh Chan Lao, of Toronto, Canada, was arrested (indicted) federally. In November of 2004, following a 6 day jury trial in Bay City, Michigan, Lao was found guilty of various violations of federal drug laws. Assistant United States Attorney Michael Hluchaniuk, who prosecuted the case, said, "the evidence presented at the trial established that Mr. Lao caused the importation of over 600,000 ecstasy tablets between 1999 and 2003 into Michigan from Canada. These ecstasy tablets were then distributed in various locations in Michigan, including the Alpena area." Following Lao's conviction, Lao was scheduled for sentencing in February of 2005. Based on the verdicts returned by the jury, Mr. Lao faces a minimum of 30 years in prison and a fine. This investigation also included Bureau of Immigration and Customs Enforcement. D/Lt. Rick Schultz, HUNT commander, advised that ecstasy is the street name for MDMA, which is a laboratory produced drug that was banned in 1985, based on evidence that it caused long-term brain damage. Ecstasy is a Schedule 1 controlled substance, in the same category as heroin. It is manufactured by drug dealers in illegal laboratories and sold on the street. In recent years, it has become especially popular at huge all-night dance parties called "raves". Ecstasy is a mind-altering drug that also works as a stimulant. It causes a sense of euphoria, empathy, self-acceptance, and emotional closeness to others. It also causes deep depression, anxiety, and paranoia, sometimes for weeks after taking the drug. It increases heart rate and blood pressure that sometimes causes dehydration at a dangerous level. Ecstasy can dramatically lower inhibitions and increase the risk of sexual assault. Some studies have shown that it can cause long-term brain damage and memory impairment, even after a single dose, and sometimes will cause death. D/Lt. Schultz advised that ecstasy has a firm footing here in the community and is warning parents to be alert of it's presence. Ecstasy usually comes in pill form, in many shapes and sizes, and makers often put brand-name logos or other symbols on them.

| January 5, 2005 HUNT ARRESTS TWO FOR DELIVERY OF HEROIN Alcona County, Mitchell Township: Members of the Huron Undercover Narcotics Team, with the assistance of the MSP Alpena Post, arrested two individuals from Grayling, Michigan in Alcona County for delivery of heroin. HUNT investigators intercepted the duo, boyfriend and girlfriend, while they were en route to the Alpena area to make a delivery of heroin. The 23 year old male individual, and his 19 year old female companion, both formerly of Alpena, were charged by the Alcona County Prosecutor, Thomas Weichel, with possession with intent to deliver heroin. HUNT investigators seized an unspecified amount of suspected heroin, cash, and a motor vehicle. A follow-up investigation conducted with the assistance of the Strike Team Investigative Narcotics Group (STING) seized an additional amount of suspected heroin and marijuana from a residence associated with the couple, in Grayling, Michigan. D/Lt. Schultz advised that the couple had moved from the Alpena area following HUNT's investigation in December, of a heroin trafficking operation in the Alpena area. "When we turned up the heat, they moved out of the area, but still continued to maintain their relationship with the narcotic community here in Alpena. As long as there is a need to feed the addition of heroin here, individuals like this will continue to peddle their product, no matter where they set up house", D/Lt. Schultz said. Both individuals remain in custody in the Alcona County Jail, and the investigation continues. D/Lt. Schultz anticipates additional charges being filed with the Alcona County Prosecutor's office.

| December 16, 2004 FORMER ALPENA RESIDENT SENTENCED TO 12 1/2 YEARS IN FEDERAL PRISON On December 16, 2004, Judge David Lawson sentenced former Alpena resident, Gregory Michael Schloff, 26, to twelve and a half years in federal prison for his role in the distribution of heroin throughout Alpena in 2002 and 2003. Schloff was sentenced in the United States District Court, Eastern District of Michigan, after being convicted of Conspiracy to Distribute Heroin and three counts of Misuse of a Communications Device, earlier this year. In early 2003, members of the Huron Undercover Narcotics Team, (HUNT) began investigating the emergence of widespread heroin trafficking and use in the Alpena area. After conducting multiple undercover heroin purchases, HUNT officers began arresting and interviewing heroin traffickers in Alpena. These interviews resulted in the identification of Schloff as the heroin source for most of the local dealers. Investigators learned that Schloff had moved to Oak Park, a suburb west of Detroit, and from there, was supplying heroin to traffickers in Alpena. Through the use of search warrants, HUNT investigators also learned that money was changing hands between Schloff and the Alpena traffickers via Western Union money wire transfers. "This eventually resulted in Schloff being charged with the crime of misusing a communications device," according to D/Sgt. Mike Hahn. Due to the complex nature of the case, HUNT officers presented their investigation to the United States Attorney's office, on December 9, 2003, in Bay City, Michigan. The case was adopted by the Drug Enforcement Administration (DEA), who assisted HUNT in building a conspiracy case against Schloff. He was later indicted by a federal grand jury on July 1, 2004. "We will not hesitate to expand an investigation as far as it needs to go, in order to grab someone further up the food chain. We've established an excellent relationship with the U.S. Attorney's office and the Drug Enforcement Administration over the years." Hahn said. "Both agencies have always made their resources available to us when the circumstances call for it. Obviously they are concerned about what is going on in Northeastern Michigan. According to D/Sgt. Hahn, this investigation is continuing and more indictments are anticipated.

| September 29, 2004 HUNT INVESTIGATION LEADS TO FEDERAL INDICTMENT D/Lt. Rick Schultz, commander of the Huron Undercover Narcotics Team, held a news conference Tuesday, regarding the federal indictment of former Alpena resident Gregory M. Schloff, who was determined to be part of a heroin distribution ring.
Three other individuals from the Alpena area were identified as being part of this heroin trafficking conspiracy, as well as Schloff's source, "Mr. E", who the DEA, in cooperation with the HUNT team, is now building a case against. "We didn't just put out the fire in this trafficking operation, we stomped it out," said D/Lt. Schultz, "We didn't just stomp out the fire, we stomped out the guy who set the fire, and we are going after the guy who sold the match to the guy who started the fire." Lt. Jeff Anthony, commander of the Michigan State Police Post in Alpena commented, "The users, sellers and distributors of heroin have to get their money somewhere. Those that aren't at the top of the chain, where they're making good money on drug sales, are the ones that are breaking into our hunting camps, breaking into our cars, stealing radios, things like that."

| September 19, 2004 SEARCH WARRANT EXECUTED IN THE CITY OF ALPENA Members of the Huron Undercover Narcotics Team executed a search warrant at a residence in the city of Alpena last night. The search warrant was the result of the arrest of two male individuals for conspiracy to deliver cocaine, following a controlled purchase of one ounce of powder cocaine. During the search warrant and additional 1 ¼ ounces of powder cocaine was seized, as well as 1 ounce of marijuana and approximately $1,000.00 in cash. The 29 year old Alpena resident has four prior felony narcotic delivery convictions, two misdemeanor narcotic convictions, and was out on bond for two felony narcotic delivery charges which stemmed from a January 2002 HUNT investigation. The companion, a 27 year old Alpena resident, has no prior narcotic convictions, but was convicted of two assault with a dangerous weapon charges after being involved in an assault with a handgun at a bar in Alpena in 2000. Both arrested subjects were lodged at the Alpena County Jail, pending issuance of warrants by the Alpena County Prosecutor's office. HUNT was assisted at the search warrant scene by the Alpena Police Department and the Michigan State Police.

| September 3, 2004 OVER 300 MARIJUANA PLANTS SEIZED BY THE HUNT TEAM
This week's operations resulted in the seizure of over 300 marijuana plants by members of the HUNT team. The operation involved various plots that were identified through the use of air surveillance and investigative tips that HUNT developed during the course of this operation. The largest grow operation involved the seizure of 174 marijuana plants associated with a homeowner in the southern portion of Presque Isle County on Tuesday. HUNT officers with the assistance of the Michigan State Police Alpena Post, arrested the homeowner (a 53 year old Metz Township resident) and an associate at the scene after their failed attempt to destroy part of the crop. The team seized various articles associated with growing marijuana plants, which were discovered outdoors, as well as a fairly elaborate indoor grow operation. The associate was later released, and the homeowner was lodged in the Presque Isle County Jail. A subsequent felony warrant was issued by the 89th District Court, charging the homeowner with a single count of controlled substance - delivery/manufacture 5-45 kilograms of marijuana. It is alleged that the homeowner manufactured 20 marijuana plants or more, but less than 200. If convicted the homeowner could face a maximum of 7 years in prison and/or a $500,000.00 fine. The homeowner has since been released on bond. The seizures of other marijuana plants discovered during these missions netted over 100 plants. These seizures involved areas in Alpena, Montmorency, and Presque Isle Counties, and HUNT's investigative efforts have identified individuals associated with these grow and cultivation sites.

| August 27, 2004 TWO SEARCH WARRANTS EXECUTED IN ALCONA COUNTY Officers of the Huron Undercover Narcotics Team executed two search warrants in Glennie, Michigan, on Thursday night, after making several undercover purchases of marijuana at the two locations. The search warrants followed an investigation that lasted several weeks. Officers seized multiple marijuana plants found growing on the property at one residence, as well as processed marijuana inside the home. In addition, several firearms were seized, including a "sawed off shotgun". The owners of the home were not present when officers arrived, and arrest warrants are being pursued. Immediately following the first search warrant, HUNT officers traveled across town and executed the second, resulting in the seizure of multiple marijuana plants found growing on the property. Inside the home, officers seized processed marijuana, which was ready for street sale, as well as digital scales and a loaded rifle. A 47 year old man identified as the homeowner, was questioned at the scene and released. Arrest warrants will be sought. Delivery of marijuana, possessing it with the intent to deliver, and manufacturing (growing) marijuana are all felony offenses punishable by 4 years in prison and/or a $20,000.00 fine. Possession of a short-barreled shotgun is also a felony offense punishable by 5 years in prison and/or a $2,500.00 fine.

| August 25, 2004 COUPLE ARRESTED IN PRESQUE ISLE COUNTY The Huron Undercover Narcotics Team arrested a couple early this morning on narcotic related charges after completing a five month long investigation involving the trafficking of cocaine from out of state sources to Presque Isle County. In March of this year, 45 year old Terry Ganske of Millersburg, Michigan, was arrested and charged with one count felony controlled substance - deliver/manufacture cocaine, 50 to 449 grams, and one count controlled substance - deliver/manufacture marijuana after narcotics investigators intercepted over nine ounces of cocaine along with four pounds of processed marijuana. Continued investigation revealed that this narcotics trafficking enterprise was of a larger scale, involving more individuals than originally uncovered. Therefore, the original charges were dismissed without prejudice, in an effort to further the investigation. The conclusion was that this narcotics trafficking enterprise was ongoing for a period of two years, and had involved the delivery of approximately 34 ounces of cocaine and close to 23 pounds of processed marijuana, from out of state sources, to Presque Isle County. Two individuals, were charged, and arrested this morning as follows: Terry L. Ganske, 45, of Millersburg, Michigan
Sheila R. Markey, 39, of Rogers City, Michigan
According to the 89th District Court, bond for Ganske was set at $50,000.00 or 10%, and bond for Markey was set at $25,000.00 or 10%. Both are currently being held at the Presque Isle County Jail.

| August 18, 2004 ODCP GRANT AWARDED TO HUNT D/Lt. Rick Schultz, Team Commander of the Huron Undercover Narcotics Team received notification from the State of Michigan, Office of Drug Control Police (ODCP) that $149,000.00 in grant funds will be applied to the team's fiscal year 2004-2005 budget. This award is a 2.75 % increase over last year's $145,000.00. The ODCP received more than $20 million in application requests for Byrne and Local Law Enforcement Block Grant funding this past cycle, and slightly less than $16 million was available to award. Funding received from the ODCP has historically accounted for an average of approximately 26% of the team's operating budget, with the Michigan State Police providing approximately 39%, local government entities contributing approximately 25%, and HUNT forfeiture dollars the remaining 10%.

| August 16, 2004 Multiple arrests during a narcotics investigation in Presque Isle County. The Huron Undercover Narcotics Team conducted a covert investigation of a narcotics transaction that occurred in the Rogers City Little League Park last Wednesday. Following the transaction, a 20 year old Rogers City resident was arrested and charged with one count delivery/manufacture of marijuana and one count possession with intent to deliver marijuana. This 20 year old had recently been involved in an investigation by a Michigan State Police Trooper from the Alpena Post, which resulted in close to a pound of marijuana being seized near the southern border of Presque Isle County. During this arrest, an accompanying 20 year old male was arrested for driving while license suspended. An 18 year old male from Rogers City was cited for minor in possession of alcohol, transporting open intoxicants in a motor vehicle, and no operator's license. This investigation resulted in the execution of a search warrant at a home on Sixth Street in Rogers City, where officers seized narcotics related evidence and drug paraphernalia. Two additional arrests were made at this residence when two Rogers City female athletes arrived, both in possession of marijuana. A 17 year old female was arrested and lodged at the Presque Isle County Jail, and a 16 year old juvenile was released to a parent, pending charges via a juvenile petition being filed by the Prosecutor's office. HUNT was assisted in this incident by members of the Rogers City Police Department and the Presque Isle County Sheriff Department.

August 5, 2004 Delivery/Manufacture of marijuana in Presque Isle County A Huron Undercover Narcotics Team investigation in the month of July resulted in the arrest of two Presque Isle County residents after a controlled purchase of marijuana. Following the undercover operation a 23 year old Belknap Township resident and a 19 year old Bearinger Township resident were arrested last Wednesday the 28th of July by members of the Huron Undercover Narcotics Team at a home just outside Rogers City. Following the execution of a search warrant that HUNT detectives obtained for the home of the Belknap Township resident, officers seized over a half pound of processed marijuana, a weight scale, a firearm, and additional narcotic paraphernalia. HUNT detectives also seized an array of personal property along with a vehicle under the state narcotic forfeiture act. Each of the individuals were lodged that evening at the Presque Isle County Jail, and charged the following day with: two counts of controlled substance - delivery/manufacture of marijuana and one count of conspiracy to possess with the intent to deliver marijuana. In other narcotic related activity, members of the team arrested a 40 year old male resident of Onaway on a single count of controlled substance - delivery/manufacture of marijuana as a result of a narcotic probe in Onaway earlier last month (July). HUNT detectives also filed a Juvenile Petition on a 16 year old via the Presque Isle County Prosecutor's office after investigators discovered that he was manufacturing marijuana at his residence in Onaway.

| July 29, 2004 HUNT Activity Spans Three Counties: Members of the Huron Undercover Narcotics Team arrested two Flint, Michigan residents for delivery of methamphetamine, under 50 grams, Tuesday after conducting an investigation that led to the seizure of methamphetamine at a Loud Township home in Montmorency County. Earlier that week deputies from the Alcona County Sheriff Department arrested a 32 year old male and a 30 year old female, both from Flint, on a narcotic related offense. Once information was obtained to lead the Alcona County authorities to believe that their narcotic activity crossed over county lines, the multi-jurisdictional narcotic interdiction team (HUNT) was brought into the investigation. HUNT seized additional drugs from the Loud Township residence, and charges are pending on a 56 year old male and a 53 year old female, both occupants of the residence. In an unrelated investigation the Huron Undercover Narcotics Team arrested a 27 year old Gaylord, Michigan resident in Vienna Township of Montmorency County with the assistance of Troopers from the Michigan State Police Post in Gaylord on Wednesday. In the circle of narcotic related activity investigators from the team recovered an array of computer equipment that had been stolen from a business vehicle in Gaylord, Michigan over the weekend. As a result of this seizure the suspect was arrested for receiving and concealing stolen property over $1,000.00 in Montmorency County. The information acquired in this investigation has been conveyed to the Gaylord Police Department who will seek additional charges involving the original break-in/theft. Later that week (Thursday) with the assistance of Troopers from the Michigan State Police Post in Alpena, HUNT officers apprehended a 15 year old Alpena County juvenile on three counts of delivery of marijuana in a drug free school zone after the completion of a month long investigation. During one of the controlled purchases, the juvenile made a delivery of marijuana at an elementary school in Alpena County while there was a second grade class of children using the play ground equipment nearby. The juvenile was turned over to a representative of the 26th Judicial Circuit Court, Family Division, Juvenile Probation Department.

| June 30, 2004 16 YEAR OLD ARRESTED IN ALPENA COUNTY Alpena County: Undercover officers from the Huron Undercover Narcotics Team arrested a 16 year old juvenile in Alpena this past Monday (June 28, 2004). The arrest was the result of a series of controlled purchases of marijuana from the juvenile at his home in the 700 block of Sable, while he was under house arrest. The juvenile was on Intensive Probation with the 26th Judicial Circuit Court, Family Division. Also at the time of his arrest the juvenile was also in possession of methadone and a cutting agent. During this arrest operation Monday, the team also arrested two other individuals on other unrelated drug charges. A 17 year old Ossineke resident was taken into custody and lodged at the Alpena County Jail, charged with a single count of delivery/manufacture of marijuana. A 15 year old juvenile from Northern Alpena County was also arrested for possession of marijuana, and later was released into the custody of a parent. This case is now being handled by the 26th Judicial Circuit Court, Family Division, Intensive Juvenile Probation Section.

| June 29, 2004 HUNT ARRESTS OSSINEKE RESIDENT ON FEDERAL CHARGES HUNT conducted an investigation in April of this year, into drug trafficking by Gerald William Stedman II, of Ossineke, Michigan. Stedman was on federal parole for prior drug related charges. Prior to formal charges being issued locally, HUNT investigators learned that Stedman was planning to flea the state of Michigan, to avoid prosecution on both the state and federal level. Due to HUNT's investigation, and two controlled deliveries of cocaine, the United States Marshals Service issued a felony warrant for parole violation. HUNT officers then arrested Stedman on the strength of that warrant. Stedman was sentenced by United States District Judge Victoria A. Roberts in Detroit, Michigan this past Friday (June 25, 2004), to 37 months in federal prison for the parole violation. He still faces felony charges of 2 counts delivery/manufacture cocaine, less than 50 grams, in Alpena County, based on HUNT's initial investigation in April of this year.

| June 18, 2004 HUNT ARRESTS DUO IN ALPENA COUNTY The Huron Undercover Narcotics Team arrested two repeat drug offenders Thursday afternoon on multiple drug-related offenses. Ronald Edward Marshall, a 22 year old Alpena resident was charged with five counts of delivery that included the controlled substances morphine, oxycodone, methadone, and marijuana. Jessical Lynn Kruse, a 26 year old companion of Marshall was charged with five counts of delivery also, which included morphine, oxycodone, marijuana, and an imitation of a controlled substance. Both Marshall and Kruse had just been released from the Alpena County Jail earlier this year, on convictions from a HUNT investigation almost a year ago, involving the sale of heroin. The duo was apprehended by HUNT officers shortly after leaving a child custody matter at the Alpena County Courthouse. That custody issue was in part due to their conduct in the original narcotic related case, where they exposed their children to this criminal behavior.
